Cllr S. Leach (Chair) called to order the regular meeting of the Melton Ross Parish Council at 7pm on February 18th 2019 at the Church of the Ascension, Melton Ross.
Parish Clerk Mrs K Leach conducted a roll call. The following persons were in attendance: Cllr S. Leach (Chair); Cllr R. Welch (Vice Chair); Cllr A McAndrew; Cllr C. McAndrew; Cllr M. Sacker.
Ward Councillors: Cllr C. Sherwood.
There were no members of the public present.
The Parish Clerk read out apologies from the following: Cllr H Maw; Ward Cllr N. Sherwood; Ward Cllr R Waltham
Approval of minutes from last meeting
Minutes were approved as a true record of the meeting held November 12th 2018.

There were no matters arising
- The Clerk reported that she had closed the accounts for 2018/2019 and was now in a position to activate the new bank account in readiness to begin again on April 1st 2019. Once that happened she could then open a reserve fund account.
- The Chair reported that he had received the new Clerk pay scales from ERNLLCA and that the Clerk’s hourly rate had risen to £10.16. This meant yearly increase of £127.76. Cllr C McAndrew proposed that the increase be implemented, this was seconded by Cllr A McAndrew and passed unanimously.
- The Clerk then reported that the agreed precept sum of £4800 (£3300 precept and £1500 election funding) had been applied for and confirmed by NLC. She said that as agreed at a previous meeting and with the approval of the Chair she had declined the grant offer of £282. She then asked Ward Cllr Sherwood if it was true that all Town all Parish Councils were to made responsible for the footpaths within the Parish as she had been told by a contractor who had attended a meeting at Kirton Lindsay. Cllr Sherwood said that all councils were being given the option of taking over community level services and that it would be idea to contact NLC and say ask how much they would get for taking them over. The Clerk said it would have been better to have had that explained directly be NLC instead of having to work through the rumour mill.
Community Play Ground: The Clerk said she was awaiting a reply from the Clerk at Elsham in regard to visiting the playground and that once the bank account was activated she could start applying for grants to pay for equipment
The Clerk handed out nomination papers to all the Cllrs who wished to stand for re-election.
